Introduction:

The Think B4U Wink (at underage drinking) project is a joint effort of Nebraska Law Enforcement agencies whose mission is to reduce underage drinking. Originating in September 2003, Think B4U Wink was conceived by the Hall County Sheriff's Office and funded by a grant from the Nebraska Office of Highway Safety. The project started with twenty-one Central Nebraska Law Enforcement agencies. Those twenty-one agencies consisted of nine sheriff's offices, eleven police departments and Troop C, Nebraska State Patrol. Officers from the participating agencies solicited opportunities to make underage drinking presentations to groups of adults in their area.

Think B4U Wink (TB4UW) has tripled in size and is now a statewide program with two primary goals. The first goal is to reduce youth involved alcohol-related vehicle crashes, injuries and fatalities. The second is to parents and other adults that they must accept responsibility and assist with the prevention of underage drinking. TB4UW agencies make presentations to community and parental groups and organizations in their area, utilizing local statistics, banners, videos, brochures other printed materials to assist them with presenting the message about the underage drinking problem.

What Think B4U Wink offers:

  1. Simplified mini-grant application, covering 60 day period for overtime for underage drinking enforcement allowing for planned and unplanned activities.
  2. Maintain and update the website, solicit donated radio and television time, billboard space, media contacts and educational materials.
  3. Create and up date printed materials directed at parents and other adults, in English and Spanish, to be used as handouts.
  4. Other materials available include brochures, videos, logo stickers, bookmarks and banners
  5. Provide training seminars or one-on-one instruction to cover the components of the TB4UW
    program which includes training on mini-grant applications, invoices and reports, if needed.
  6. Provide licensed on-and off-sale establishments in your local area with “Retail Beverage
    Server” training and other information.
  7. Contact professionals who will donate their time to produce PSAs for local television, radio
    and newspapers for use in TB4UW areas.
  8. Provide 12' x 24' billboard messages signed "local law enforcement".
Information and assistance will be offered:
  • To solicit participation/education of local adults/parents in the fight against underage drinking
  • To contact all licensed drinking and off sale establishments to enlist their participation in the program
  • To participate in the required compliance checks training (if needed)
  • To conduct quarterly compliance check activity

Responsibilities of participating agencies:

  1. Conduct quarterly compliance checks in their jurisdiction
  2. Conduct selective overtime enforcement for underage drinking activities
  3. Contact all licensed drinking /off-sale establishments in their area to solicit their participation in the program
  4. Check the website for educational/informational materials or other opportunities at least once
    a month
  5. Record and report monthly, data on the dates and, number of presentations conducted,
    number in attendance and any other activities related to underage drinking
  6. Solicit participation and presentation opportunities from the following:
    1. businesses
    2. churches
    3. schools
    4. civic organizations
    5. others
  7. Solicit participation of local adults/parents and provide education regarding the underage drinking problem
  8. Attend training seminars in your area when available
  9. Take advantage of handout and other materials available
  10. Encourage local licensed on/off sale establishments to attend "Responsible Beverage Server Training"
